Constitution
Article I - Name and Purpose
Section 1. This organization shall be known as the Luzerne
County Council of Teachers of Mathematics.
Section 2. The purpose of this council shall be:
1. To create and maintain an active interest
in the teaching of mathematics by exchange
of views and ideas pertaining to mathematics.
2. To promote recognition of outstanding students
by means of an annual contest.
Article II - Membership
Section 1. Membership shall be opened to all persons engaged
in teaching of mathematics in public, private,
and parochial educational institutions.
Section 2. Members shall be encouraged to join the state
and national councils.
Section 3. Recognition shall be given to retired members in
good standing and as charter members may continue
without payment of dues as long as they shall desire membership.
Article III - Dues
Section 1. All active members shall pay five dollars ($5) dues per year.
Membership dues shall cover a period of one (1)
year from September 1 to August 31.
Article IV - Officers
Section 1. Officers
The officers of this council shall be President,
President-Elect, Secretary, Treasurer, and Historian.
Section 2. Elections
1. Election of officers shall take place every
two (2) years (Even numbered years). Election
of officers shall take place at the annual
contest and the term of office shall begin
following the contest.
2. A nominating committee of three (3) members
shall carefully draw up and propose a slate
of candidates for office. Other nominations
from the floor should be permitted.
Section 3. Duties of officers
1. President
The President shall preside at all meetings
of the Council. He/she serves a two (2) year term.
He/she shall serve as the honorary Chairman for
the annual contest.
2. President-Elect
The President-elect shall perform the duties
of the President during the President's
absence. He/she shall succeed the President at
the conclusion of the President's term of office..
3. Secretary
The Secretary shall record the minutes of the
council and shall carry on all correspondence.
The Secretary shall serve as the chairman for
the annual contest.
4. Treasurer
The Treasurer shall receive all money paid to the
Council; shall keep an accurate record of all
receipts and expenditures and shall report same
to the Council; shall keep an accurate list
of all those who have paid membership dues.
5. Historian
The Historian shall keep the historical account
of all happenings of the Council and its
activities.
Article V - Meetings
Section 1. A minimum of two (2) meetings shall be held each year.
One in the Fall/Winter, and one in the
Spring. The Spring meeting will coincide with the
annual contest. Other meetings will be called at
the discretion of the President.
Article VI - Amendments
Section 1. This constitution may be amended by vote of
two-thirds (2/3) of the members present at a regular
business meeting provided that the amendment(s)
have been proposed at a previous meeting and that
a written notice of the proposed amendment(s) is
given to the members.
